October 1958, during the competition in honor of the XXI CPSU Extraordinary Congress (1959), a new form of socialist competition emerged for the communist work brigade. The movement began on the initiative of the Moscow-Sortirovochnaya diesel locomotive tank store, where in 1919 the first communist subbotnik was celebrated. Among workers in all branches of the economy, massive competition was developed for the right to be called communist work groups. In February-March 1959 there was a socialist competition of workers who were not in brigade, as a drummer for communist work. During this period, the mass production of signs with the inscription "The drummer of the communist worker". Signs were issued at the level of companies, branches of the national economy, oblasts, krais and union republics. Initially, the signs were made of brass, later aluminum.
