It was founded in 1960 as an organization under the General Secretariat of the Movement, but without its own legal identity. After the dissolution of the General Secretariat of the Movement in 1977, the OJE was formally registered in 1978 as an independent association focused on non-formal education for children, youth, and adolescents, with its own training system.
It was part of the National Delegation as part of the Francoist National Movement, which, by those years, was in an opening phase, and thus, the organization underwent an evolution parallel to the one experienced by the dictatorship in its final years.
