The Honor Decoration for the Care of the German People or Social Aid was instituted by decree on May 1, 1939, by Adolf Hitler. The preamble of the decree highlighted the recognized merits in areas such as social welfare, the Winter Aid Fund, care for the sick and wounded in both peace and wartime, rescue services, the promotion of German national identity, and the care of German citizens abroad.
With the creation of this new distinction, it replaced the German Red Cross Honor Decoration, which was no longer awarded from that point forward.
The decree was signed by various figures of the Nazi regime, including Adolf Hitler, Rudolf Hess, Wilhelm Frick, Franz Seldte, Joseph Goebbels, Joachim von Ribbentrop, Wilhelm Keitel, and Otto Meissner, head of the Presidential Chancellery.
