On April 28, 1933, the R.L.B. (Reichsluftschutzbund), or «Reich Organization for Civil Protection,» was established, consisting of groups meant to assist in disaster relief, fires, or air raids. Over time, these units became fully integrated into the Air Defense (Luftschutz).
