The GIL was created on 27 October 1937 by Royal Decree Ley nº 1839 of the ranks of the Youth Combat Groups (18-21 years old), with the aim of increasing the spiritual, sporting and military preparation of many Italians based on the principles of the ideology of the regime. It also included the Opera Nazionale Balilla, created for young people of both sexes between 6 and 18 years old, and all the organizations that integrate it, dependent directly on the national secretariat of the PNF.
In 1939 the Juventud Italiana del Litoral en el Extranjero (GILE) was founded.
Dissolved after 25 July 1943 by the Royal Legislative Decree. 2 August 1943 n. 704 which transferred its competences to the ministries of national education and war, with a decree of the Jefe de Gobierno dated 6 May 1944 a commissioner for the rebautism «Juventud Italiana» (GI) was appointed, whose objective was to provide for the preservation and temporal administration of the assets of the former GIL.
