The medal was established by Decree of the Presidium of the Supreme Soviet of the USSR on December 5, 1944.
The Medal «For the Defense of the Soviet Arctic» is awarded to all participants in the defense of the Arctic: members of the Red Army, Navy, and NKVD troops, as well as civilians who participated directly in the defense. The period of the Soviet Arctic defense is considered to be from June 22, 1941, to November 1944.
The medals are awarded in the name of the Presidium of the Supreme Soviet of the USSR based on documents certifying effective participation in the defense of the Arctic, issued by the commanders of military units, the heads of military medical institutions, and the Murmansk Regional and Municipal Councils of Workers’ Deputies.
