USA. World War II Victory Medal.
The World War II Victory Medal was established by a Congressional Act on July 6, 1945 (Public Law 135, 79th Congress) and promulgated by Section V of the War Department Bulletin No. 12, 1945. The bronze medal was designed by Thomas H. Jones and approved by the Secretary of War on February 5, 1946. Consequently, it went from being a ribbon to a full medal only after the end of World War II. The World War II Victory Medal was initially issued as a service ribbon, known as the «Victory Ribbon.»
The Congressional authorization for the medal specified that it should be awarded to any member of the U.S. Armed Forces, including personnel of the Philippine Commonwealth Army, who served on active duty or as reservists between December 7, 1941, and the cessation of hostilities declared by the president.
On August 8, 1946, the World War II Merchant Marine Victory Medal was established, separate for U.S. Merchant Marine personnel who served during World War II.
