The medal was established by Decree of the Presidium of the Supreme Soviet of the USSR on January 24, 1988, in commemoration of the 70th anniversary of the Armed Forces of the USSR. It was awarded to: Officers, non-commissioned officers, midshipmen, and long-serving military personnel who were on active military service in the Soviet Army, Navy, border and internal troops, as well as in the organs of the Committee of State Security of the USSR on February 23, 1988; Former Red Guards, persons who participated in military operations to defend the Soviet Motherland as military personnel, partisans of the Civil War and the Great Patriotic War of 1941–1945; Persons discharged from active military service, transferred to the reserves, or retired, who served in the Soviet Army, Navy, border and internal troops, and in the organs of the USSR State Security Committee for 20 years or more in calendar years; Persons decorated during active military service with the Order of the USSR or the medals «For Courage,» «Ushakov,» «For Military Merit,» «Nakhimov,» «For Labor Courage,» «For Distinguished Work,» «For Distinguished Service in the Protection of the USSR State Border,» «For Distinguished Service in the Protection of Public Order» Soviet Medal.
