The Second Class Resolution for Victory Medal (Huân chương Quyết thắng hạng Nhì) was established on 9 August 1965 by the National Liberation Front of South Vietnam (Mặt trận Dân tộc Giải phóng miền Nam Việt Nam), known as Viet Cong, during the Vietnam War. The decoration was divided into three classes and was intended to recognize the merits and contributions of individuals and organizations associated with the revolutionary struggle in South Vietnam. The Second Class was the intermediate grade of this decoration, which formed part of the system of awards established by the Front during the conflict.
